The UNESCO Chair on Copyright, Neighboring, Cultural and Information Rights of the National Research University Higher School of Economics, together with the National Association of Bloggers, invites you to take part in the online conference “Lessons from the “Law on Bloggers ”(2014 - 2017): Current Problems and Relevant solutions".

The conference will take place online on November 12, 2020. The beginning is at 11 o'clock Moscow time. The working language is Russian.

As known, an attempt made in 2014 to legislatively regulate the activities of bloggers, in fact equating blogs with the mass media (Federal Law No. 97-FZ of May 5, 2014), as predicted by experts of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights, suffered a fiasco, as a result of which the novels were declared invalid two years later (Federal Law No. 276-FZ of July 29, 2017). At the same time, the Law of the Russian Federation of December 27, 1991 "On Mass Media" does not allow registering a blog as a mass media outlet if it is not a site, but a page of a site. The situation is complicated by the lack of legal regulations for advertising in the blogosphere, as well as the relationship between bloggers and social media administrators.Bloggers, lawyers, practicing lawyers, specialists in mass communications and information technologies, members of specialized committees and commissions of the chambers of the Federal Assembly of the Russian Federation, representatives of the Ministry of Digital Industry, Roskomnadzor, FAPMC, the Public Chamber of the Russian Federation, the Russian Authors' Society, the Russian Union of Journalists are invited to participate in the online conference Russia, students, postgraduates, teachers and researchers of the Higher School of Economics, other educational and research centers.

Reports and scientific messages of the conference participants can be published in the peer-reviewed scientific journal of the UNESCO Chair "The Works om Intellectual Property".
